Not LPG but Diesel - Advertised -v- pump price

Filled up today and the sign said 99.99p a litre. Not bad I thought, cheaper than a lot of places around here.
Well started to fill and noticed the pump price was £1 a litre. Carried on and put in £15.00 worth and got 14.99 litre. Now I see a couple of issues here.
1. £15 worth of diesel should be 15 litres at £1 a litre
2. Can they advertise at 99.99p and charge a pound
Can;t believe these prices and this is cheap in this area. I saw one place today at £1.06.99 today.
