I don’t know why LPG can’t be pay at pump. Forecourts are coved by cctv and at the many Asda forecourts without kiosks there is surely someone in an office somewhere keeping an eye on them for health and safety purposes. A quick glance at a monitor would enable them to see a vehicle is there to be filled (not a bottle) and the pump could then be authorised.

Most of the LPG pumps in Belgium and France are now pay at pump, in Latvia and Poland there are pay at pump LPG only stations. A tank, a pump and a card machine, no staff costs and it looks after itself. However, these are in more forward thinking countries than here.....
