I have a toroidal tank fitted in a spare wheel well with Polypipe running to the front of the car. I want to put in another clip where the pipe exits the car boot, but how do you secure it to the bottom of the wheel well without fear of drilling into the tank?

You could drill a 5mm hole, tap it to 6mm, put a flat head cap screw in from the top, push the clip and secure with a nut.
Alternatively, not many boot floors are totally flat, look for a ridged part where the tank wont be touching and tap a short screw in there.

From your original post it seems you have a 30 degree toroidal tank (the valve is in the middle of the tank, pipes exit through boot floor)? If so, you say you want to install a clip near where the pipe exits the boot floor? If so, surely you can see where you can safely drill the boot floor without fear of going into the tank.. bearing in mind only the part of the tank that would constitute the doughnut shape contains gas? Usually on such designs, if you get close enough to where the pipe exits the floor you will be in the void in the centre of the tank, in this position there is only the plate at the bottom of the tank, with a void between the plate and the boot floor, no fear of drilling into the gas containing part of the tank in that position.
Be careful not to create a kink in the pipe...
